Vision :- A prosperity North Western Province Mission "Approaching good public administration targets successfully by gaining contribution of various institutions as well as financial and Accounting sectors by giving leadership to handle human, financial and physical resources efficiently and productivity for the upliftment of living conditions of the public in North Western Province." About Us Supervision of performance of functions vested in the North Western Provincial Council by 13th amendment to the Constitution of the Democratic Socialist Republic of Sri Lanka by the Ministries, Departments and Institutions, Coordination of functions launched by such institutions, development of financial and physical resources and management as well as training of human resources have been made the mission of the North Western Province chief secretary’s office which is the centre of administration of institutions of the North Western Provincial Council. Powers and responsibilities of direct supervising of this administrations centre have been entrusted to the Chief Secretary. His Excellency the President appoints the Chief Secretary in terms of section 32, of the Provincial Council No. 42 of 1982. Normally Chief Minister’s concurrence is obtained for this appointment. Accordingly this officer functions as the Direct Supervisor of the following five sectors. · Administration Division · Management Development and Training Division · Planning and Monitoring Division · Financial Management Division · Engineering Service Division Chief Secretary’s Office Executive, legislature and coordination of work of all ministries being the internal force of the Provincial Council take place under the Chief Secretary’s office. In addition to this, all functions coordination and follow up action of the external forces namely Presidential Secretariat, General Treasury, Financial Commission Ministry of Provincial Councils and Local Government, Ministry of Public Administration…etc. are also done by this office
