The Ministry of Technology and Research, is mandated with the subjects, functions and the institutions set out in the Notification published in Gazette Extraordinary No. 1681/3 of November 22nd, 2010 as amended by Notifications published in Gazette Extraordinary No. 1736/23 of December 14th, 2011 and Gazette Extraordinary No. 1796/10 of 6th February 2013. The MoTR is responsible for the formulation of policies, programmes and projects with regard to Technology and Research and for the direction of the implementation of such policies, programmes and projects. The primary focus of the Ministry is to ensure an alignment of the activities of all the Institutions under it with national objectives and to strengthen research-industry tie ups so that industry is benefitted from research findings to add value to products. Upon an acceptance that the Ministry has a significant role to play in making Sri Lanka a knowledge hub and in ensuring that the national objective of achieving a knowledge based economy becomes a reality, the Ministry ensures that the work of the fifteen Institutions under its purview, identifies its activities in allignment with these objectives. The Ministry works with an Agency Results Framework which identifies its primary objectives and measures its performance in relation to Key Performance Indicators. All the Institutions under the purview of the Ministry are also required to formulate and measure performance through similar ARF's. MISSION To formulate and implement policies pertaining to the popularization and advancement of science and technology, including scientific research and development and transfer of technologies, to ensure improved quality and productivity so as to upgrade economic activities, which are essential for the economic and social development of Sri Lanka.
